[PC -NA] The Fallen Foreman immune to range interrupt?

I notice when I am playing Darkshades Cavern part 2 during the mini boss fight with the fallen Foreman that he seems to be immune to my crushing shocks range interrupt attacks each time he does his fire attack (Very much like the same attack done by the Flame-Shapers in Hel Ra Citadel trial) on us.
Can I get a verification that this normal and not a bug?
