Celestial - Aetherian Archive, Hel Ra Citadel, and Sanctum Ophidia weekly quest reward coffers. 100% drop rate.
Yokudan - Craglorn repeatable daily quest coffers. Low drop rate.

From what I've seen, the Craglorn dailies are specific to locations and you have to actually go out there to pick them up. An NPC near the location will have a blue quest marker and will probably call out to you for help as you approach. (Picture the old "THANK THE STARS I DIDN'T THINK ANYONE ELSE WAS OUT HERE" *chases you forever* scenario, except now they don't chase you forever.)
