Returning Adventurer needs guidance!

Hi all! I used to play on and off since release almost. Lately ive been wanting to return to the game so i wanted to check out some things.

I played up to orsinium and orsinium and i quit then.

So in what state is the game now. Im a pvper so im interested in how pvp improved (if it did at all). Also i do like pve content so how is that right now. any cool new storylines (dlc)?

i know these are vague questions but i figured some of you might describe the state of the game in a few sentences

p.s. nord dual wield nb viable for pvp?

Well other than the Cyrodil towns and the Imperial City flags it's about the same.

FYI I don't like PvP so that's my opinion on your question but dueling was added if you like that
