What does the blue Indicator quest icon on the map bar mean?

Now that I came back I noticed that most of the quests icon are black unless I am on it, then it's white. What are the blue ones mean?
Not my quote but I love this saying

    It means it's a daily or repeatable quest. :) Brand new feature.
