When you used a damage proc set, it would reset the timer for every damage proc set you are wearing. For example, if you were running viper, velidreth, and widowmaker in one build, and you attacked someone and proceed viper, it would make all the proc sets go to their respective cool down.
Proc sets would still be effective if you fit one in your build, but you won't be able to stack two or three sets into one build and have it insta killing people.
And reduce the damage off all of them across the board

What if players did damage using only the skills available to them in an efficient and effective rotation, and armor sets only provided buffs/debuffs in time windows that the player had to make use of to be effective?

this could be a great compromise.

Or better yet, why not deactivate all proc sets except for one. Then there's no need for anyone to run 3 proc sets as they would only get it from the best one. Then these builds are obsolete and problem solved.

Well obviously ZOS would balance sorcs by cutting the damage of cfrags in half, but it's okay because you can have pets.
