Balanced warrior should be Magic and Weapon damage. That way it actually lives up to the skill name.

Templars already get 5% increased spell damage passively anytime they use a Dawn's Wrath ability (Solar Flare, Sun Fire, Jesus Beam, etc.). But they have no class-based skills that give Major Brutality or Minor Brutality (weapon damage buffs). Balanced Warrior is not meant to be balanced in and of itself. It is meant to balance out areas where the Templar class, as a whole, has weaknesses. And weapon damage buffs are a weakness for Templars. Dragonknights get Igneous Weapons (+25% weapon damage buff), Sorcerers get Critical Surge (+22% weapon damage buff and long-lasting passive heal), Nightblades get Power Extraction (+20% weapon damage buff + AoE damage).

The skills you mentioned all give Major Brutality, which is easily obtained by Templars and they are all 20% weapon damage. In fact, Rally beats Igneous Weapons and Power Extraction is a very weak AoE, compared to Steel Tornado.
