Stealing, does location matter?

In the One Tamriel notes there's some things it says that affect stealing that I'm talking about specifically that I'm about to list. Given these things, does it matter where I steal from anymore?
Provisioning - In other zones, recipes drop based on your passive rank 75% of the time, and the rest of the time drop the same way they dropped prior to One Tamriel, by zone.
Legerdemain - Legerdemain now influences the quality of loot obtained from Justice activities.
Higher skill ranks in Legerdemain provide a better chance to "find" higher quality items.
This replaces the previous approach of higher level zones having a higher chance to obtain higher quality items.
Motifs - Crafting Motifs which were previously only available in the Silver and Gold versions of alliance content are now available throughout the world.
