Ebon group buff only works on one bar when weapons/shield is used

This bug has been in the game for a very long time. It means weapons and shields on the Ebon set are completely worthless.
When I have a 1H weapon on each bar as part of the Ebon 5-pc bonus, the buff to allies is only active on one bar, not the other. It's active on myself all the time.
Please fix this. It has been reported before.
