Restoring Aura and it's morph Radiant Aura are the only buffs in the game which do not have a visual cue that lets the player know they are active.
Console players, who do not have access to buff timers, do not have a way of knowing when the effect runs out, unless they enter the pause menu during mid-combat, and look at "active effects."
Please, please, please. Add a visual effect so we know when the skill is active. I assume this is a bug because every other skill has a visual effect to know when a buff is active.
