While some numbers on some combos may be higher, the idea that a one bar all white w no jewel sets is actually "stronger" than a lvl 50 blues and purples is false unless some very creative eqiipping wad done to create the outcome.
Thry give the lowers a little boost on some numbers tp offset some of the other low level dettrments - like few passives active, no bar swaps, no skill lines maxed, etc etc etc.
You did compare dk to nb right?

Yep, my dk is stronger even with one bar (in pve). Kills mobs much faster, doesn't die.

Mostly, I think they are trying to make the game more challenging for the higher level characters, and that requires that you scale the character less. They just did it wrong.

In any case, it's kind of a moot point because the solo content was and is such a faceroll that "feeling more power" doesn't really mean much. What matters is, "am I having fun," and I'd say One Tamriel solo content delivers on that much better than the solo content did before, when it was so easy to outlevel things.
