Templar passive skill Burning Light bugged?

Newbie here. Leveling a templar for the first time.
I noticed that the Aedric Spear passive Burning Light rank 2 was not doing damage like the tooltip indicated. Seemed like it was only doing half the damage(same as rank 1?).
Has this happened to anyone else? Anyway here are the screen shots. Thanks for your time.

✭I read that at one time it was bugged to ONLY do the physical damage regardless of your stats perhaps it still is. the rest seems like typical resistance calculation.PS4 NA
