Hundred Pumpkins Orange: A Crown Store Exclusive?

I noticed that there were new dye stamps featuring a new and quite nice type of orange dye, but it doesn't seem to be available anywhere in the dyeing stations. (I like to check the stamps regularly, and screenshot them, so I have a trace of the "official names" of the color associations, just in case it would shed some light on the lore, for example by indicating color patterns favored by some factions to define their "visual identity".)
I am quite annoyed by the idea of a Crown Store exclusive dye, as it does'nt let us to use it in any combination we'd see fit, only in those available as dye stamps (which are single-use and single-character).
Does someone know whether the dye is available in-game somehow? Or does ZOS plan to make it available some time in the future? During the next Witches Festival, maybe?
I actually would pay for this dye, I think, if I was able to then use it in any combination I would see desirable on an account-wide basis. But dye stamps would only clutter my bank account and I would never dare to use them as I would fear that they'd look better on some yet unreleased costume, at a moment where I wouldn't have them anymore.
