Empower (via Ambush) does not stack with Killer's Blade <25% HP - intentional?

See subject. Just testing some skill combinations...
Killer's Blade on a target below 25% health does around 24k damage. Ambush (which should via Empower make the next attack 20% stronger) does not seem to have an effect in that case... damage still around 24k.
If I do Killer's Blade on a target above 25% health, KB does 5.8k damage normal, and 6.9k after Ambush.
Is this intentional? Or should the 20% Empower bonus be applied after / stack with the Killer's Blade 300% low-health bonus?
