Two Missing Tiers of Yokudan Weapons/Shield

As the title states, there are two further visual tiers of both Yokudan weapons and Yokudan shields. How do I know this? The icons are in the data. Also, the third tier of Yokudan items is used in promotional material.
Not trying to accuse any devs of anything, just wondering; will we see the other two tiers implemented in-game?
