Account bound -RNG?

There must be some hidden number that determines people's RNG in this game. "we like this guys name, lets make his % drop chance significantly higher than every one else". If I have to do one more FG run for a divines or impen helm / non training weapon ima club a baby seal....others in the group, 2 runs, divines med and heavy helms, sharpened weapons and impen shields....just like vMA.....Dont even get me started on vMA.

I get set pcs in divines, impenetrable, and jewelry quite easy. I can't get weps to drop at all though.

I cant get anything..unless its magicka.....and that's my problem. EVERYTHING in EVERY part of this game drops me magicka crap. vMA? have a staff. Cyro rewards? have a staff. Dungeon you've been grinding for 9 hours? have all the staff's....
