Normal mobs hitting harder than veteran mobs - Intended?

Hi ZOS team

I have done a quick comparison of the same mobs in CoH I normal and vet mode (the group at the start) and have come to the conclusion that normal mobs hit for exactly 22,5% more damage than those in vet dungeons.

Look at the comparison between normal and vet here, take arrow spray and quick shot for example:

    if the scaling of players/mobs would have been in the game from the beginning it would be acceptable,this is a rug-pull to new players.artificial difficulty and lazy development, nothing more.

    I don't think so, the ilambris twins in vet hit for 18k+, nothing like that in normal.

    I can very much confirm this weird behavior.

    I just did a run of Normal Spindleclutch II with friends, and unsuspecting like we were, we got trashed really good at the first mob group. They have like twice the health and three times the damage they used to have.

    The end boss on the other hand seemed to do much less damage than he used to.

    Something is clearly not right here. I hope this is just a bug and gets fixed really soon, because I really can't imagine this is intentional, especially towards new players.

    We just did Spindleclutch II on normal too and there is something totally wrong with bosses as well.
    The nightmare adds from the smaller bosses wiped us at least twice but the final boss was no more difficult than an irritating mudcrab...
