First, ZOS support are generally useless at giving support. Trying to get them to do anything, especially this, is pointless.
Secondly, nowhere did they say that CE maps would give a set piece. If you don't see it then it's not true.
Thirdly, you mention you bought them specifically to get set pieces from the 1T sets. If they did drop then they'd be the same quality as intermediate chests and would definitely be seen as P2W by the player base.
Lastly, the most that ZOS will do if they decide to do it is to refund the maps back to your account so you can use them again. You still won't get set pieces from them and they won't refund you your real life money for it.
Take it as a learning experience that sometimes playing the system doesn't always pay off

They don't say that this only applies to some treasure maps and not others. The CE treasure maps are treasure maps, so according to the patch notes they should drop set pieces.Treasure chests found from a Treasure Map have a guaranteed chance to drop one random set piece that can drop in that zone.

Having said that, I can see why it might be a good idea for them not to drop set pieces as letting people pay for more chances to get good gear could easily be considered pay to win. So it's probably intended that they don't drop set pieces, but in that case the patch notes were wrong.
