launcher behavior after october 11th patch

I'm in France, serveur EU. Steam version.

After the maintenance of today, I execute the launcher.
The launcher shows 'elder scrolls online (EU)' instead of NA like last week after the update 12.
First the launcher tries to update itself, and it fails (error saying something like 'unable to unzip').
Then I close the launcher and try again. This time it's OK, the launcheur update is done.
But instead of the button 'play', I have the button 'install'. And the launcher is now reloading all the game in a new folder 'the elders scrolls online EU' besides the folder 'the elder scrolls online' created last week by update 12

What happens ? What can I do ?
Supposing the game will play, do I have to supress the oldest folder 'the elder scrolls online' ?

I read a post of the moderator on such a topic, but I do not have the 'launchersettings' file ine the launcher folder, and the game folder is already 'the elder scrolls online' and not EU as mentionned in its post.

    The end of the story:

    - after downloading the whole game, I was expecting to see the play button to appear ... and no it didn't
    - instead the launcher said "update" again
    - the launcher window changed to show again 'the elder scrolls online NA' like after the update 12
    - the two game folders 'the elder scrolls online' and the new one 'the elder scrolls online EU' have been replaced by only one 'the elder scroll online' with the date of today
    - then the launcher downloaded again several patches and Gb, and at the end the 'play' button appeared.

    At that time I was able to start the game, I went directly to the EU server, and was able to log in and to find my characters
    I didn't have the time to really test the game, but apparently it works normally.

    So the problem seems to be solved.

    But I still don't understand why this launcher behaved like that: I spent more than 2 hours and downloadeg many Gb just to have the today patch running!
