So this is droping on PS4/XBox before 1T does. So on PS4/XBox there will still be low level world/dungeon/delv bosses dropping skulls, up until the 1T patch next week? On the other hand, those servers will be down for a day or more during this event FOR the patch...

There is literally not enough info to say that this does not fit the theme. The Tanrielic holidays have never been flesh out just vague until now.3 -

I would assume this includes the following:- Delve bosses
- Group Dungeon bosses
- Public Dungeon bosses
- Group Delve bosses
- World bosses
- Dark Anchor bosses
- Dark Fissure bosses
- Trial bosses
- Imperial City bosses
- Pretty much anything else labelled as a "boss" in the game that I may have missed.
