Groupfinder won't group for all dungeons with low-level char[PC/EU]

Today I played with a friend of mine which is new to ESO and therefore she is just level 16. So I tried to queue us for a darkshade1 run with the groupfinder but it told me that one char in the group don't meet the level requirement. 
So I was asking myself if that is still a thing with one tamriel where everyone is scaled anyway. I understand that it's not possible to run vet-content together but the normal dungeons should all be accessible. My conclusion was that this is most likely a bug so...
ZOS please fix this. With One Tamriel this shouldn't happen anymore.

Repro:
- Group with a low level char (maybe around level 10)
- Try to queue for a dungeon which had higher level requirements before one tamriel
- The groupfinder won't let you
