Should they add the Fourth Faction Imperial?

This would be the forth faction one that would be its own and one that rises to challenge the other three factions.
Pvp you will be fighting for the imperial legion and fighting all three alliances.

Factions are the cancer of MMOs; One Tamriel is a shining example of the developers realizing that waaaaaay too late. There needs to be fewer (actually none), not more.

And no, instanced PVP does not require factions. Just like I don't need to be in a different faction to you in order to punch you in the face in real life.

Yeah they can't go back to the way things were, we needed One Tamriel but the forth Imperial faction would be like an alternate start and also give a base for the legion and then the forth faction will come to try and kick out the other three alliances. As a legionare you would be fighting the other legions and help Restore the Empire or try to to its former glory.
Or just to the point Try to kick the other three alliances out of Cyrodill.

Why not? it would only really apply to cyrodiil anyway, you go to cyrodiil, your spawn area could be right outside the Imperial City on the City Isle, all Imperial Solider NPCs are friendly to you and everyone from the other 3 alliances are your enemy.

I would like to see the story of the alliance war and Molag Bal's invasion progress in some way, any way. Could make for a cool expansion pack; the three alliances organise a temporary truce to wage war together against the growing Imperial legions, aligned with and bolstered by Molag Bal's own forces.

Lotsa potential there, IMO. Paves open the way for that PvE only Cyrodiil a lot of people have wanted for a very long time, with Imperial army and Daedra NPCs taking keeps for players to fight together at.

I feel like at this stage adding the Legion faction would probably be a pay-to-play bonus (because of the paid Imperial race, or failing that the Explorers Pack), considering I very much doubt they'd just give away the Imperial race.

If they modified quests depending on your faction I would say yes but as it is, what's the point of adding another faction?

The Empire is crumbling and has lost pretty much all of its power at the time of ESO. It's one of the major plot points of the game. There is no Cyrodiilic Empire anywhere other than on paper at this time.

Right now, the empire is a sinking ship, after the civil war around who gets to sit on the ruby throne, and the major *** of the guy that won that one resulting in the soulburst... (And yes, that makes all the imperial characters who defected to join one of the three alliances rats leaving said ship )

And the empire will not be worth being proud of for a while yet - it will pretty much take a sort-of demigod (Yup, Tiber Septim, otherwise known as Talos) to fix that, which won't happen for another three centuries or so...
