Why does the majority of chest styles have flaps?

This is genuinely more perplexing than the thigh guard comotion. Why does almost no matter what style chest piece you make/find, it always has some form of frontal and rear flaps? For example, the Minotaur Med chest is amazing and looks amazing on my character...except for the incredibly large flap hanging down that not only obscures a good chunk of my equally amazing Brotherhood legs, but it also even clips.

ZOS should make flaps an a part of waist model instead of chest. And make one or two motif belts without flaps (as soul shriven right now). Everyone should be happy. And it can be an instrument of balance. Some people, like me, will never use overpowered set with flaps. We will craft nice looking TBS belt in soul shriven style WITHOUT FLAPS. Removing flaps option is my second of most desirable things after weapon dyes.

I don't mind the front and bum flaps, but it's usually the hip guards that kill a chest piece for me. I hate the hip guards on the glass and the otherwise awesome dro m'athra, for example, and also the hip flaps on the heavy Pact chest (I think it's Pact) were giant and also floaty. I wish there was an option to hide the hip guards like you can the helmet.

Floaty and giant? Look on daedric and xivkyn light hipflaps. They make me cry every time I see them.
