That's the HarvestMap addon. It's a new feature of the addon that just got added within the last few days, and it's important to note that it doesn't show you where a node is it shows you where you have collected a node at some point in the past. Personally I hate the new 3D node markers, but it's super easy to turn that feature off, so it's all good.

Well, I wasn't asking for a change to the glow from the passive or anything, but I find the One Tamriel glow (is it really the same as the original one? I don't remember what the glow looked like back in the day) easier to notice. I like it. Maybe that's just me. That's the HarvestMap addon. It's a new feature of the addon that just got added within the last few days, and it's important to note that it doesn't show you where a node is it shows you where you have collected a node at some point in the past. Personally I hate the new 3D node markers, but it's super easy to turn that feature off, so it's all good.
Hmm, I don't really see how it would be considered an exploit... I just don't like it because I hate things that look (to me) stupid and cartoony - like this, chat bubbles, scrolling combat text, etc.
Don't get used to it. @ZOS_GinaBruno already posted on the addons forum they are turning off the beta 3D pin feature soon until they can decide if/how they will allow it to work to avoid exploiting.

We really just need to old effect back and ditch the new "waves of stink" effect.

If so, they already decided to revert the change and allow addons to use the 3d system again as long as the player isn't inside a dungeon.The preliminary 3D texture/3D label control APIs have been finalized. However, the decision was made to privatize these functions to prevent addons from trivializing some dungeon mechanics by drawing markers on the ground in 3D space. The privatization of these functions will occur with the second PTS patch. If you have questions or comments about this change, please reply to this thread.
Concerning the 3D API, we have heard your feedback and we're going to try to work on a ruleset that will allow you to use 3D textures and labels in certain situations.

The other thing is turn on rays and bloom in display settings but turn off grass
