Concealed Weapon's speed buff does not apply properly.

The speed buff from Concealed Weapon does not apply properly when switching between weapons. I can reliably reproduce it like this:
1: Have Concealed Weapon and Shadow Cloak on your main bar.
2: Go into sneak.
3: Switch to off bar and start moving, notice movement speed 'A'
4: Switch back to your main bar and notice movement speed 'B'
5: Cast Shadow Cloak and notice movement speed 'C'

What seems to be happening here is that a certain speed buff to movement is only applied after casting Shadow Cloak while having Concealed Weapon on the same bar.
