I reported this on the pts multiple times, but it seems zos just wants more people to buy the dlc to be able to access their quest reward that they completed in the vanilla game.
My blacksmith, clothing, and woodworking surveys have taken me all over tamriel, but all consumable ones only take me to wrothgar. I've seen people complaining in the craglorn zone chat about getting alchemy surveys for Wrothgar when they don't even own the dlc.
