Bravil and it's Purpose

Wanted to continue from this thread, instead of Necro post.

Bravil is one of the major Towns within Cyrodiil and apparently from what I've seen it's been in place since the start, always there right next to the Gate of Mnem but yet still unreachable and unfinished due to whatever reason. Some have speculated that it was intended to be used as a future location for the Dark Brotherhood DLC, however that has come and passed. I do love me some unexplored terrain, but this is literally something off-limits staring you in the face going neener-neener.

Could probably expect to see it after the remainder of Elsewyr is fleshed out since it is quite a way inland. But I could be wrong considering we got Hew's Bane which isn't really connected to anything.

I and a couple people have gotten into there in the past. Not much in there, though.

My suspicion is that it exists in that place so they added it pending later updates, as we saw with several similar places with the TG update, where they became areas for heists.

Nonetheless I'd love to know what it'll be and hear speculations.
