the effects for my dark flare and vampires bane DOES not show the effects and when i use it, it never shows me the damage at all and the healthbars do not go down

Basically all my enemies have a desync hp bar and some animations are not displaying at all. I already had that on PTS, thought it wouldn't make it onto live but nope.
I tried to relog, didn't change much, maybe one or two skills became visible. Desync had disappear but came back after a second relog.
I tried to remove all my addons, all the saved variables, changed some graphic settings but ended up with no result
