Just saw another post on this. so the issue appears to be you are getting Writ requests for Recipes in Recipe Improvement Teir 6, and in that Tier are CP 50, 100 and 150 Recipes. Wherewas before you only got asked for CP150 Recipes.
Thus 3 CP teirs x 6 Recipes is 18, so I get ya, 18 slots wasted on holding the food needed!
Very unsure if this is intended, we'll see what ZOS say. Maybe open an in game ticket in case its not picked up here by the Forum Crew @ZOS_GinaBruno etc

Survey Reports
All survey reports now spawn six rich nodes. To balance out the reduction in number of nodes at high-tier survey sites, the amount of materials high-tier rich nodes award has been increased.

They halved the survey drop frequency from writs and doubled the yield to keep the material return the same. That's the reason so many folks hoarded their surveys the last two weeks in order to take advantage of the increased return after the patch. Their thinking is to decrease the amount of time folks spend harvesting surveys but make it the same amount of material return. This is fine with me, although the RNG on survey drops will mean a bit more volatility in my inventory of materials in the short term. Long term, I hope and expect it will even out.
