Character stuck on one skill bar.

I have had a character unplayable for over a week. 2 weeks ago I did a race change on my sorc. last week while in using overload as a 3rd bar he became unable to bar swap.
Bar swap only sheathes and unsheathes his weapon. But he can bar swap in the skill menu.
I asked in a ticket if I could take all gold and items off so they can reset him somehow.
After about a week of tickets I got a response:
"Thank you for contacting The Elder Scrolls Online. My name is Tuesday, and I am here to assist you.
I am sorry that your character can no longer weapon swap after you purchased a race change on him.
Sadly, there is no way for us to reset him. I wish there was.
Please try the steps below to fix your issue."
"Tuesday" went on to tell me to delete save file (I do every week) and to turn of ps4 for 5 mins. Surprisingly neither of these things made any difference.
Has anyone been stuck on one skill bar and has been able to fix it?
