How does "Gear Scaling" work?

So how does the "Gear Scaling" work? After the One Tamriel patch I logged with my level 4 character and all of his equipment was scaled (level 3 daggers with an Attack of 1500) but when I logged in with my Champion 44 character all of his equipment stayed the same (level 50 swords with and Attack of 950) Basically level 5 characters are doing more damage than my Champion 44, Am I missing something?

    Lower level characters are able to do a bit more damage because they have less skills they can use. In addition, your Level 50 swords are 44 CPs under-level, whereas your Level 3 daggers are only 1 level under. The further your actual level gets from your gear level, the less they are scaled. With Champion 40 swords you should see a higher attack rating.
