Missing Tier 5 Alchemy & Provisioning Writs?

Is this happening to anyone else or it's just the way it is?
On either of my level 50+ CP characters and lowbies, I can't seem to get tier 5 of either provisioning and alchemy writs, didn't test enchanting writs. They are all showing the items required for tier 4. Ex: Mammoth-snout pie, solution of health etc.
I know about the character level requirements to be able to receive past tier 4 writs.
I have all the dlc's, is that what's causing it? I also finished coldharbour questline on my level 50+'s. Tested this before 1 tamriel update too and it was the same thing.

@ZOS_GinaBruno Could they be locked behind a level Cap or something? that's why they cant be accessed?

✭✭prov writs in craglorn have gone a bit weird.... on some of my toons they call for cp150 stuff on others cp100. all the toons have same prov skill

ya same happened to me, did they mix the CP 100 and CP 150 stuff or something? , @ZOS_GinaBruno If we can get some input from anyone who knows why we cant do those tiers & why its mixed it would be appreciated & thank you

I had this exact same issue last night. I have 10 level 50 characters with all skills maxed in provisioning, but 5 of my toons were required to craft CP 100 food.
