[BUG] Particle effects and quest tracker destinations not showing.

http://www.youtube.com/watch?v=XVR4qngWfU8None of my particle effects are working, first of all. Fire staff heavy attacks for example, just show a stationary glowing light source suspended in mid air but no fireball. Ash Cloud just shows a dark patch on the ground, etc.
- I have exited the game and deleted my \Documents\Elder Scrolls Online\live\ShaderCache.cooked and re-logged to recreate it.
- I have also tried disabling all addons.
- I even ran a repair from the launcher as well and it detected no problems.
None of these correct the issue.
I am also not seeing any of my quest destinations show on the map. Not only that, but they don't even show on the map filter section for the zone, even when I can go into the main quest log and select them there.
What can I do to get the game working again?
64-bit client, PC NA.
