Jewelry & weapons for IC sets

It was said that all the sets were supposed to have jewelry and weapons, unless my memory is really failing me.
However, after trying to search where the jewelry and weapons for the sets sold by imperial city's vendors, I haven't been able to find them
(Neither do they seem to drop from the unknown reward boxes bought from the vendors, or the drop rate is really really bad.)
Anyone got any idea if they're not obtainable, or what's up?
