You should check these two line often. On Wednesday, I was getting the bug where you could see quest markers on the map and compass bar. I checked these two lines and they showed the -1 correctly. On Thursday I checked it again and it showed 0, I changed it to -1 and the bug was fixed. I'm not sure if there are hidden variables that keep it from updating the document, but keep checking these two lines, it may show -1 one day and 0 the next.

By default, the game installation should set it to... -1 It should also NOT change by itself, but weird things can happen with games.
Mine is set to... -1 and I have tried everything and NOTHING works to fix this major problem. I also did a complete uninstall and new clean install and still does not work. I have reported this as a bug and opened tickets and have NOT gotten any help with this major problem whatsoever, I've only gotten copy & pasted responses from (Sarah). I'm an ESO Plus Member and I am on a daily countdown and since I can not play the game at all, I am simply being ripped off due the the patch 2.6.4 breaking the quest journal feature.
What I have found threw checking In-Game, if say your in StormHaven and have say 3 quests u have taken, if u press the "J" key, then select a quest, then press the "M" key to open map, it states that u do not have any quests in this area, even though I am in StormHaven.
So apparently what game code changes they made with patch 2.6.4, they totally forgot to change quest journal code. I also found that one of the error logs shows that patch 2.6.4 lists a bunch of missing files in this location and file...

List a bunch missing definition files. Not sure if this is the cause of the problem, but needs to be looked into.
As it stands, I am going to loose 7 - 10 days subscription time, being unable to play the game. Compensation will be due. I just hope they location the problem and get it fixed as a lot of players have this very problem.

Its funny,because he and almost 3 or 4 others from support say the same thing or something really close to this.
I have found that the problem stems from patch 2.6.4. I found a log file that shows a bunch of missing definition files from the patch upgrade.
They definitely missed a bunch of game code when they implemented the new game changes/features. They will get it sorted out, we just all have to be patient. Just sucks not being able to play and do the quests. I suppose I could just go around killing everything to gain experience.

This makes me believe that, although it's certainly missed files and/or code on the patch side, since you're dealing with 2 different computers, one OK, one not, there's something different between them that makes one susceptible, the other not.
It's definitely not related to the account, since your gf was fine on your pc. BTW did you try your account on her pc? This further supports that they're either detecting something on the end-user's pc during the patch, or failing to detect it, that is contributing to the problem of the missing code and/or files.
I wonder if it's an OS or CPU factor...especially since the manual fix offered here, points at user settings related to threads...
I know that they've said that a fix is coming, I just don't wanna see them fix some but not others, because some as-yet-unidentified factor was overlooked.

Because this bug is even more disconcerting to me if it just randomly appears and disappears.

And to think some people do this for fun! LOL I love role-play and immersion and all but I can't live without my quest markers! Bring them back!
I should try it someday though, problem is you can't walk up to a random NPC and ask them for directions.

Strange thing is that I just shut down the computer for 2 days then it was ok when i logged in again. The game just started all over so I had to choose country etc so I thought they´d done an update... sorry it didnt work for everybody Hope it will soon, dont give up and I hope they will compensate somehow
