Live and Live-EU only...(Still the bugs)

So... after downloading patch and starting game with (no-launcher) option I saw a screen with a question will I choose "Live" or "Live-EU" server.
Is it normal? How should I understand it? I never got this screen before.
Also, I chose Live-EU (no idea what "Live" stands for) and after entering my usual password I got another screen that informs me:

This computer is not authorised to log in to this account. An access code has been sent to the email address associated with this account. Please enter the code and click Submit.
Really, what these requirements are for?

I logged into game by the code in email, watched the cool cinematic and .... there is no my characters I was playing for over a years, 8 chars with CP500+.
So I changed Live to Live-EU - the same story, no characters, game opens with menu screen about creator for first character
Where are my characters?!
Edit1: Ok, I used solution from another topic and already got my alts back, but it was the weirdest thing I've seen in eso for a long time...
Like nobody from ZOS tested the server logging before putting game for download .
Edit2: No, this is a bug and the solution is temporary. Once I logged into my menu screen with 8 characters and loaded the first one I realised ALL my addons are turned red in settings which means they aren't working. So I logged off the game, started Minion and found - No Damn Addons detected by Minion in ESO directory. I had 10-12 addons.
So I tried again to log into game but then again, found myself to be on Live-EU server with North American PC/MAC Annoucements on screen. And by entering my password game again moved me to character creation creen without any of my characters. I'm waiting for the patch to be patched properly...
Edit3: Also during downloading patch I got several error/system messages, starting from the one below, which informs me that my program (ESO) can be installed not properly, and thus I get proposal for either 1. Install game again with recommended settings or 2. I accept that this program is installed properly so the download can continue.
