What the heck is going on with this update patch. Cannot launch the Game

I started to download the update and once I got to 16% got an error 1032. Did a repair and got the same result again. Checked the support page on that error and followed the instructions to end the process ZoCrashReporter but it was not listed. Did see ESO64.exe was running to ended it. The update downloaded finally. Followed the instructions to close the launcher prior to starting the game. Tried to start the game and it would not load. Saw where it said if the game does not load to update launcher so I did a repair hoping that would fix the problem and update the launcher. Now it is downloading the entire patch again. This will be three times already. What the heck is going on and how do I fix this.
