Minimum level for Alliance War ranks?

I just hit Corporal (rank 11) and any AP I now gain will not move the meter that shows progression to next rank (0/193600). My character is level 10. Has anyone else experienced an issue like this?

Not with a single character really, try reloading UI or relogging.
