The Pact was about the fallacy of the phrase, "Desperate times call for desperate measures." It went beyond the standard for fantasy stories told in games. It was as close to profound as this game gets.
If you grew up in the shadow of World War Two, and saw what happened when losing nations failed to accept they were losing, perhaps it might have rang true for you a bit more.
But I began playing this game while living in Germany. The French flocked to the Covenant as Bretons are medieval French. Brits preferred the Dominion as it is....well...rather British.
The Germans mostly went for the Pact. They understood more than most how wrong that fundamental principal is.
But I digress. Why no Pact merch? Why are they calling something that isn't exclusive....exclusive?
I got it for something....and was told it was exclusive when it was given to me. But the fact I cannot recall what it was for seems to suggest it didn't matter to me all that much.
Thus it will not likely matter to folks they mean to sell their ESO merch to I guess.

the problem with the pact is a lack of intreasting support characters you can care about. certainly not on the scale of Darrien or Gabrille or even Lady Laurent and Stibbons.
