Tl;Dr: 2h is the most versatile, dw is the most damage, bow has cc & range, snb more armor, I vote staves get passive nirhorned attack stats and counts as 2 set slots.
So my point is that even after one Tamriel, melee is still the easiest to stack weapon damage. With the diversity in weapons it's very easy range, melee, and get high damage.
Magicka? We are supposed to make up for raw damage with versatility. High magicka should balance against melee high weapon damage, but they get stamina just as high. Our skills are already at range but highest weapon damage is melee. We're supposed to be the versatile group, but who needs versatility if they are already dead?
So if we boost the base damage of staves by 20% you'd have weapons that are closer to dw levels and keeps us at range. This encourages light armor since we don't have to be melee range. As a result we are balanced because we are easier to kill bc LA but we got an innate damage improvement where la does not innately do so (ma 12%, ha up to 200 spell/weapon). You could say spell penetration, but with sharpened, maces/mauls, sets, and skills, armor is almost 0 anyways. Unless those change our la's penetration is increased significantly, then it's a useless bonus.
Making staves count as 2 set slots will give magicka more diversity by allowing 5+5+2 vs 2h having more diverse skills.
