Also look at it this way. The Dro'Matra Seche was 4500 Crowns (right?). Let's say 1000 non-ESO+ members across all platforms got that mount by buying the $39 5500 Crown package. 1000x40 = $40,000. They make bank off of Crown Store so they should take some of that money and spend it on servers to fix the annoying lag everyone is experiencing.

I understand what your saying but the difference in the amount of stuff being drawn in a pvp siege battle vs the open world is very big so I dont know if its even possible to make the game run the same in PVP as in PVE. Yeah that could be an issue depending on whether ESO needs to restart to change settings. I know a lot of other games do. To point one thats not exactly what I envisioned. Basically one set of graphics for the whole of Cyrodil and one set of graphics for everything outside.
To point 2 I agree with you there Im not complaining about performance in PVP as I understand why its worse with the hundreds of people all spamming spells. That's honestly a lazy way to cut corners. I mean sure we could just shoot lemons and swing sticks to lighten the server load but how fun would THAT be

I understand you want an ideal fix but this at least will mitigate the downsides for a fairly small investment of dev time, making it somewhat likely Zenimax could add this.
