-Dont allow one faction to out number another extremely (Example: If DC has 1bar, AD and EP should not be able to go up to 3 bars.). Have some sort of lock until alliances are at least one bar apart so game play is somewhat fair. Its unfair and people just don;t pvp because its pointless and a waste of time.
All these new updates and DLC's coming out, it would be nice to actually help fix things once in a while.

Im on PC and faction lock will change things, how would it not.

The solution would be to allow for easier faction changing: if the system was changed so that you can play always play any of your existing characters despite their faction on the faction that has the lowest population, and you earn AP faster when you're moonlighting for the underdog, people would dynamically choose to balance out the populations.
OMG not another request for locking populations because one side can't get enough players on. Hey how about you start a thread requesting people from your faction to play on the campaign you are on. People have done it before with success and it is much easier than trying to get the game changed. Don't punish me and lock me out of PVP just because you can't get people on your side.

Yuck.. I am DC and I don't want to play on AD or EP. If I did I would make AD and EP characters. Also limiting populations to the lowest pop would lock a lot of people out of playing when they can/want to. I understand that being outnumbered sucks and is frustrating. DC has a nice population now, but there was a time on NA PC that we had abysmal numbers and could hardly get 3 bars in 1 campaign. Locking others out from playing is not the solution.
