will I be able to play with my friends no matter what quests I have done or not done or what level I am or what faction we are ?

Yes. But I'm guessing if there is a quest with Phasing after completion which you have done and your friend has not then you be be out of phase.

Personally I think the phasing should be fixed but I don't know.

You will still be able to play no matter what level and alliance though.

Correct that faction and level won't matter. But as far as quests, you can't retake quests that you have already done. You can quest together in an area where none of you have completed the quests, or you can just follow your friends along and help them to do theirs.

So I could not help them out if I had the quests done ?

You can help them do the quests, but you won't get any reward from it except the basic stuff for killing enemies. And it might be a bit weird - they'll be talking to NPCs you can't see and things like that.
