Or for a more detailed answer, you get them for duplicate cosmetics from crown crates at a rate that is just under 1/3 of the price of that cosmetic - so you need 4 duplicates to buy another item you want from the same tier. The problem? Legendary and apex rewards cost 100 and 400 gems respectively, and most of you duplicates are going to be basic stuff exchanged for 5 gems. Good luck saving up for your favorite atronach mount.

I'm not sure what changes ZOS is going to implement before the crown crates go live. But, in my PTS testing it will have taken approximately 30,000 crowns to get enough duplicates to equal 400 crown gems for the atronach mount ...

This is the best short summary I've seen so far. It accurately describes the PTS version many of us tested.
