Are you able to access Bal Foyen via wayshrine, load a character in the zone, or travel there via boat from Bleakrock once you complete the quests there? I ask this because I have been unable to access a character in the zone since the most recent maintenance was performed. I have also started Caldwell's Silver and am not able to travel to Bal Foyen with a different character. It essentially times out and presents the message that ..."Unable to connect to server ....". So, I want to know if other players are experiencing this too.
