Question about OneTam

The main reason for OneTam is so players can go anywhere, but what don't make sense to me is. The same player can lvl to max in the same spot in same zone, since it's scaled to player lvl.
Oh wait! does that mean I could RP a lost hermit in some forgotten zone, sitting in a ice cave, petting the fur off a dead bunny?
