If you try watch a 0.9sec timer to make sure you hit a button when it's at 0 I can promise you that most of the time you won't hit it exactly at 0. Human brain works in a way that eye -> brain -> hand is much slower than hand -> spinal cord -> hand, so for every action that is done multiple times and requires timing / precision, muscle memory is much better than following visual signs.

If you try watch a 0.9sec timer to make sure you hit a button when it's at 0 I can promise you that most of the time you won't hit it exactly at 0. They mean .9 seconds before you can cast the ability again.
Have you read the topic? It says global cooldown, which is the minimum time you have to wait between using any 2 skills. That delay IS the cooldown. It may be argued as global or not but it's a cooldown nonetheless, and that is what this thread is referring to.

It's not a GCD. It's different for differing skills. It's also avoidable for many skills.
