Dominion Correspondence In Shadowfen

there is a ques tin shadowfen called dominion correspondence ,on top of a hill or rock next too TEN-MAUR-WOLK ,and it wont work .. i see the black ques tmarker and im stitting on the eact location.. i have restarted the system and restarted the game but it the person or creature ,watever it is supposed to be wont show up
