No you have to buy the imperial version or add-on, I can't remember but you don't get it with ESO+.

I looked on the ESO Store seems like you can't buy it anymore ( unless I'm missing something )

You have to buy it in the crown store now. It's in the UPGRADES section and is called the "Digital Imperial Edition Upgrade".
