PvP Bounties won't show up at the board?

Is this for the "kill players" quests? My only thought would be that perhaps you don't have a skill point allocated to the final passive in Fighter's Guild.

You don't need the fighters guild for the "kill 20 enemy players" quests. You just need to do the "welcome to Cyrodiil" quest.
