When NPCs travel can they use wayshrines?

Or are they something only soul shriven immortals can use?

I noticed during a Dark Brotherhood quest that one of the characters I had been talking to said he'd meet me at the Sanctuary and then took off directly towards the WS.

Note I'm not asking if they literally use them in-game as a means of travel. I suppose it's a lore question I'd never considered before.

I'd say it is limited to player characters because of lore reasons explained here

I've read that, so thanks for reminding me. Perhaps I'm just tired.

I just WSed in-game a moment ago and had the crown store advert pop up for the 3rd time today.

I see "Crown Supply Crates: Giant-Sized" and thought, "I'd love to be giant sized. How does that work?"

(it's just a bunch of crappy craftables for cash that I could simply make with one of my many maxed crafting characters)

NPCs use a secret non-player mode of transportation to get where they need to go. It's like some kind of dimensional warp or something... Once tried to follow an NPC that went through the door in Elden Root that goes back downstairs to where the wayshrine is. Went through the door right after him, and he was NOWHERE! It's like when he went through the door he was in another dimension...
